ODNI Announces Senior Leadership Positions

To go along with the Strategic Direction he provided in November, the DNI named the people who will execute it . . . Joining Principle Deputy Director for National Intelligence, Gen Mike Hayden , USAF, are the previously announced heavy hitters:

These primary players represent a delicate balance of professional backgrounds from all walks of the Community, though State Department alumnae have far more prominent than the tiny intelligence Bureau of Intelligence and Research ever had before . . . the newly appointed officials will do the real heavy lifting in the ODNI organization . . . they are mostly insiders , with long experience in DoD and the IC but there are a few new faces . . . like MG Dale Meyerrose , USAF, who was nominated to be the IC Chief Information Officer . . . his Senate confirmation hearings were held before Thanksgiving . . . he has broad experience in tough IT issues in DoD, and most recently was re-tooling the information architecture at NORTHCOM in Colorado Springs . . Caryn Wagner is the Chief Financial Officer , responsible for the care and feeding of the $44 Billion dollar National Intelligence Program . . . the budget top-line was disclosed by Collection DD Mary Margaret Graham at the NGA MASINT Conference in San Antonio in October . . . an investigation is in progress . . . Caryn was ExDir of the Community Management Staff , with previous service at DIA , where she was DM and DI . . . Eric Boswell  will be Assistant Deputy Director for Security ,  responsible for developing clear, uniform, IC-wide security standards and practices . . He is a retired Foreign Service Officer . . . Mark Ewing has been named Principal Assistant Deputy Director for Customer Outcomes , working for Ron Burgess . . . Mark was the DD at DIA for five years, and a retired Colonel in MI . . . Shishu Gupta is Associate Deputy Director for Systems Engineering and Information Integration in Mary Margaret Graham's shop . . Shishu is responsible for establishing an IC-wide view of current and future technical collection requirements, standards, business processes and integrating legacy systems . . . Melvin Heritage is the Senior Acquisition Executive , with primary oversight of IC system development . . the Future Imagery Architecture is a mess, and that is just one of his challenges . . . he is another retired Army MI . . . Charlotte Martinsson is the new ADD for Intelligence Capability Requirements, in the Customer Outcomes shop . . .she will be responsible for managing intelligence capability requirements to support national intelligence needs . . . She has been the Executive Secretary of the National Intelligence Community Mission Requirements Board since January 2004, and will continue to hold that portfolio . . .her civilian service was at DIA after a career as an Army SIGINTer . . . Captain Ronald Rice , USN has been named ADD for Customer Support in the office of the DD for Analysis . . . he is a career 1630, commissioned at Annapolis and is a veteran of combat ops in Afghanistan and Iraq . . . Mark Roth is taking over the National Intelligence Priorities Framework in the office of Customer Outcomes . . . he will translate national foreign intelligence priorities into specific guidance for the IC . . . he was a civilian China specialist in Air Force intelligence . . . Dr. Michael Wertheimer is the Chief Technology Officer for the office of Analysis . . .he will oversee coordination of IC efforts to bring increased depth and accuracy to analysis through technology . . . he has industry experience and an award-winning career at NSA . . .

New Clandestine Service Established

In October, DNI Negroponte made a joint announcement with CIA Director Porter Go ss about President Bush's decision to establish a National Clandestine Service (NCS) within the CIA . . . the new Service would replace the former Directorate for Operations , whose culture has been blamed for many of the CIA's woes . . . pointedly, DoD and FBI will retain much autonomy . . . The Director of the NCS is a well-regarded career DO officer whose pseudo is Carlos . . . in view of the Valerie Plame Name Game the Vulture will leave that alone . . . Carlos will have two deputies, one to run CIA clandestine operations and the other to coordinate activities of other overseas operators in DoD and Justice . . . The second deputy will also set standards for tradecraft and training for the community . . . the Director of the NCS will report directly to Mr. Goss and will work with the ODN I to ensure there is oversight consistent with the Intelligence Reform Act of 2004 . . . Mary Margaret Graham will set the policy governing the NCS . . . she is a DO veteran, and will ensure the NCS will “integrate, coordinate, deconflict and evaluate HUMINT operations” across the entire IC . . . the Director of CIA will serve as the National HUMINT Manager . . . this delicate arrangement was made in accordance with recommendations made in the President's Commission on Weapons of Mass Destruction , which provided much of the blueprint for the DNI's restructuring of the IC . . ..
