HR distributed a questionnaire to ascertain inclinations of the staff on sensitive social matters, micro-irritations and the direct impact of events that happened to people you might have heard of in some other historical era, and relative willingness to distribute public money to people who may have been offended by it. My guesses:

9 of 10 winners use money to leave the state.
The other one will have to await his release from jail.

Riots will break out because 3 of the winners are too rich and only add to the income gap.
Another will be a snowbird from Canada who fails to meet the criteria for non-Californian winners.
One will be suspected of having a false vaccine identification.
37 organizations will sue the state and its drawing for various reasons, delaying awards for 7 years.
California Highway Patrol will collect $2.5M in fines from punters arriving from Las Vegas from illegal fruit and bullets found in their cars.
State will save another $6M slated to demolish the wall as the Great Central American Evacuation reaches its climax.
So, this lottery process will nearly pay for itself
Biden will order a census update and California gains 10 representatives from the Golden State’s VAX Dollar Rush.
However, they will lose 1 seat, when Northern California counties vote to join Greater Idaho along with Eastern Oregon and Washington.
Telephone service will be disrupted across the state for over six hours due to the number of scam callers informing people they had won and asking $3000 to expedite payment.

What a great country, eh? The Golden State it truly is.
